Blackwell man held on $1 million bond

NEWKIRK — Robert Lee Weber, 47, Blackwell, is being held in the Kay County Detention Center on $1 million bond.

Weber was picked up on Sunday, July 7 at 13402 west Adobe Road by Kay County deputies. He was then transported to the Blackwell Police Department. There he was arrested on a complaint of lewd molestation.

Blackwell police report in the affidavit that Weber is accused of committing sex acts with a 13-year-old under the bridge in Bagby Park on July 5.

Det. Lt. Cory Ingram reports that he interviewed Weber on July 8.

Weber reportedly told Ingram that the alleged victim messaged him on social media and that he believed the teen was 14 or 15. Weber told Ingram that the teen agreed to meet him on July 5 at the “Train Park.” However the train was locked so the pair met elsewhere. Weber reportedly admitted to sexually interacting with the teen under the bridge.

Police report that on Sept. 5, 2007 Weber was convicted in Ludington, Michigan in Mason County of rape by instrumentation.

He was first arrested in Kay County this year by deputies on a failure to register as a sex offender charge filed on March 6. That charge was dismissed on June 24. Weber is set for an initial appearance on July 19.
