Police search for shooting suspect

PONCA CITY — Ponca City police responded to the 2000 block of north 5th Street just before 1:45 p.m. Sunday for a report of a shooting.

A neighbor in the area said that two people were arguing in the alley when the shots rang out. At least one person was transported to the hospital. The suspect was last seen in a silver four door vehicle.

Capt. Kevin Jeffries said that Andrew Pappan has been identified as the suspect and that victim sustained minor injuries and expected to be okay.

More details may be released later.

Pappan’s criminal arrest record includes burglary, bail jumping, robbery, eluding police, larceny and drug charges.

In 2022 he was charged with conspiracy and larceny from a house.

He was convicted of those charges on Nov. 28, 2022 and sentenced to 15 years in prison with all but one year in the county jail suspended.

He was ordered to complete an anger management assessment and pay $2,182 in restitution.

On Oct. 30, a failure to appear warrant was issued with bond endorsed at $25,000. That was later recalled, but on Jan. 8, 2024 another warrant was issued and a motion to revoke the suspended sentence was filed. Anyone with information on Pappan’s location is urged to call police.

On Feb. 26, at approximately 1:35 p.m. police responded to a report of a gunshot wound in the 2000 block of North 5th Street.

Upon arrival, officers encountered a 19-year-old male in the alleyway with a gunshot wound to the left leg. Despite initial denial of being shot or having any injury, officers observed the wound and called an ambulance.

Ponca City EMS arrived and provided medical assistance to the injured male. Subsequently, the individual was transported to the hospital for further treatment. At the hospital, the victim admitted to having been shot, but stated he did not know where the shot came from. 

During the investigation, witnesses were interviewed. Their statements indicated that a verbal altercation ensued between the victim and a suspect, identified as 28-year-old Andrew Quinn Pappan. According to witnesses, Pappan allegedly shot the victim before fleeing the scene in a silver 4-door sedan.

Ponca City Police is actively seeking Andrew Quinn Pappan for questioning in connection with the shooting incident. Pappan, as he is considered armed, and members of the public are urged to refrain from approaching him.
