Blackwell man charged with aggravated possession of child pornography.

NEWKIRK — A Blackwell man is facing a felony count of aggravated possession of child pornography.

Blackwell police report that Cody Owen Russell, 36, was charged with the offense on Feb. 6.

In a second case filed on Dec. 12, 2023, Russell is facing a felony count of kidnapping and misdemeanor counts of domestic abuse in the presence of minors and possession of a CDS.

He was released on bond on Dec. 8.

On Dec. 21, Blackwell police officers were dispatched to the 600 block of west Bridge in reference to a male subject taking photos of the residents.

Officers report locating Russell at 5th and Coolidge, two blocks from the alleged victim’s home.

Russell reportedly admitted to walking in front of the house and taking photos.

The alleged victim, who had a protective order in place against Russell, showed officers a photo she took of Russell standing across the street from her home.

Russell was arrested on a protective order violation and possession of meth.

He was released on bond on Dec. 27.

The child pornography charge was filed after an investigation that began on Aug. 22, 2023 led to Russell.

Det. Cory Ingram report that 53 child pornography files were downloaded from an IP address assigned to BluePeak Internet service in Blackwell.

After obtaining the subscriber information for the IP address, police executed a search warrant for Russell’s address at the time.

Officials reportedly seized thumb drives, tablets, hard drives, laptops, and cell phones and turned them over to the Oklahoma State Bureau of Investigation.

Russell reportedly admitted that he was the owner of the devices.

Officials report locating a total of 250 child sexual assault files on the various devices seized.

Bond for Russell in the case is set at $150,000.

He is scheduled for an initial appearance on Feb. 16.
