Warrant issued for Blackwell woman accused of harboring a fugitive

NEWKIRK — A warrant is issued for Catlynn Irene Duncan, 25, Blackwell, by the Kay County District Court.

On Nov. 4, 2021 Duncan was charged with a felony count of harboring a fugitive from justice.

Blackwell police report that an officer stopped at Jennifer Marie Cloud’s residence. Cloud was wanted on a drug charge. Officers report that they could hear Cloud talking as they approached the residence. A reportedly juvenile answered the door and said that Cloud was not home and shut the door.

Police then located the juvenile and Duncan walking in the alley. Officers reportedly explained to Duncan that Cloud had a warrant and Duncan reportedly went back inside. Duncan reportedly told police that only her and the juveniles were inside the home.

The Department of Human Services was contacted.

Another female arrived at the residence to pick up her son. The juveniles reportedly came outside and said that Cloud told them to hide and that she was hiding under the bed.

Officers entered the home and found Cloud under the bed and arrested her. A warrant for Duncan remains issued with bond endorsed at $2,000.

On Oct. 5, 2020 Cloud was convicted of drug charges and sentenced to a 15 year suspended prison sentence. She failed to pay as ordered on March 21, 2022 and a warrant is issued for her with bond endorsed at $200.
