NEWKIRK — A warrant with bond endorsed at $250,000 is issued for Robert Lee Miller Jr., 64, Enid and or Beaver Falls, Pennsylvania, by the Kay County District Court.

On Aug. 25, Miller was charged in District Court with felony counts of rape by instrumentation, forcible sodomy, kidnapping and three charges of lewd molestation.

Ponca City police report that Miller is accused of sexually abusing a child between the ages of six and eight. The alleged victim is now 13.

At the time of the alleged crimes, Miller lived at Broadway Plaza. The alleged victim reportedly told family and authorities that Miller raped her in that apartment. He reportedly lived there between 2015 and 2016.

The alleged victim reportedly told authorities that Miller would make her sit nude in a bathtub with him, tie her to a bed and lay on top of her, and make her watch pornography.

An investigation by Ponca City police revealed that Miller lived in apartment 202 at Broadway Plaza from June 24, 2015 until June 1, 2017. He is believed to be married to a woman who lived in apartment 230 until June 15, 2017.

The Oklahoma State Court Network shows address for Miller in Enid and Pennsylvania.

Police report that detectives have not attempted to reach Miller by phone because they would prefer to speak with him in person or have an investigator in Pennsylvania speak to him.

Anyone with information on Miller’s location is urged to contact law enforcement.
