Former Kay County jailer facing sexual battery charges
January 6, 2023 | Courts|FeaturedNEWKIRK — A court date is set for former Kay County Detention Center corrections officer, Terrie Jay Arnold, 48, Tonkawa, in Kay County District Court.
Arnold is facing three felony counts of sexual battery and is accused of kissing a female inmate multiple times while on duty.
The charges were filed on Dec. 8 after an investigation by the Kay County District Attorney’s Drug Task Force/Major Crimes Unit.

Agent Ron Teel reports in the affidavit that on Dec. 7 he met with jail staff members and viewed surveillance videos which reportedly show Arnold kissing a female inmate.
Teel reports that one video clip, recorded on Nov. 3 at 10:35 p.m. shows Arnold entering into I-POD and going to cell I-4.
There he reportedly is seen entering the cell of a female inmate who appears to be topless. Arnold reportedly closes the door and then reopens the door and the female reportedly removes her towel and exposes her breast.
A second video clip reportedly shows Arnold kiss the inmate through the bean hole door while passing out food trays.
Teel reports that a video clip recorded on Nov. 4 appears to show Arnold and the inmate kiss the plexiglass between them.
Video clips from Nov. 5, and Nov. 6 also reportedly show Arnold kissing the inmate.
A video clip recorded on Nov. 8 reportedly shows Arnold entering the pod through the side door and handing an object through the bean hole before kissing the female inmate.
Teel conducted an interview with Arnold.
He reportedly admitted to kissing the inmate one time and denied contacting the inmate’s family and or passing notes.
Arnold was arrested.
During the booking process, jail staff reportedly found a note in Arnold’s wallet that reads “Babe PLZ get a hold of my son and help him help me out of here. PLZ its $150 bond out. Plz baby.” The note also reportedly had a phone number and a name on it.
Teel interviewed a former inmate who reportedly admitted to kissing with Arnold a handful of times.
Another female inmate reportedly told Teel that the alleged victim stated she was going to marry Arnold when she gets released.
Teel interviewed the alleged victim and reports that she was upset but admitted to kissing Arnold.
Arnold is free on $25,000 bond.
