NEWKIRK — Theodore Spraggins, 61, Ponca City, entered a no contest plea in Kay County District Court to a failure to register as a sex offender.
On Sept. 10, 2015, Spraggins was charged with first degree rape and kidnapping.
He was arrested by Ponca City police on Aug. 28, 2015 after a woman called 911 and claimed Spraggins held her at gunpoint and raped her at a residence in the 800 block of north 2nd Street. A fire was also reported at the residence.
On Aug. 31, 2016, Spraggins was convicted of the charges and sentenced to 15 years in prison with all but one year suspended.
He was charged with failure to register as a sex offender on June 9, 2020 after the Kay County Sheriff’s Department reported Spraggins had not registered since June 21, 2019.
On Jan. 4, 2021, he was sentenced to four years in prison with all time suspended.
