Warrant issued for convicted sex offender

NEWKIRK — A warrant is issued for Ryan Leroy Jolly, 38, Ponca City, by the Kay County District Court.

Jolly is charged with a felony count of failure to register as a sex offender and a misdemeanor count of unlawful possession of drug paraphernalia.

Ponca City police report Jolly was arrested on Oct. 30 in the 300 block of west Gary after receiving a tip. Offices report that Jolly is a registered sex offender in the state of Missouri and had not registered in Ponca City.

According to the Missouri State Highway Patrol Sex Offender Registry site, Jolly is convicted of first degree rape in St. Joseph, Mo. The victim is reported to have been 11 years old at the time. https://www.mshp.dps.missouri.gov/CJ38/Offense?page=0&column=name&id=1176238

During the arrest, police located methamphetamine in his possession. On Nov. 2, he was released on $2,000 bond. He failed to appear for court on Nov. 13 and warrants endorsed at $4,000 are issued. Police received information that he may be trying to get a job in Texas.
