Tonkawa man sentenced to prison on rape charge

NEWKIRK — Philip Cecil Erwin, 30, Tonkawa, entered a no contest plea in Kay County District Court to a felony count of second degree rape and a misdemeanor charge of harboring a runway child.

The charges were filed on July 20 after a deputy investigated a report of a runaway staying at a RV park. (see story)

Erwin was sentenced to 20 years in prison with all but 10 years suspended.  Erwin was ordered to registered  as a sex offender.
