NEWKIRK — An initial appearance is set for Matthew Mark Luke, 37, Ponca City, on Dec. 6 in Kay County District Court.

Luke is being held in the county jail on probable cause after being arrested by Ponca City police on Nov. 25.

Luke was arrested on complaints of indecent exposure after PCPD received reports of an inappropriate video on Snap Chat. PCPD reports in the affidavit that a 16-year-old contacted police and reported seeing a video of a male subject masturbating. A Ponca City High School teacher sent an email to PCPD resource officer Cpl. Eric Welch reporting that multiple students reported a male making videos of himself masturbating in various locations in Ponca City.

Luke reportedly told police he thought he had uploaded the videos as private and didn’t realize they were public.

“I have been posting videos like this on my own story for a few months. Today I noticed that I apparently had a second story. So I uploaded the videos to both stories. It didn’t say anything about Snap Chat Maps… I don’t know what that is about.”

Luke reportedly told police he has spoken to therapists about his issues and while in the military six years ago, he got in trouble for posting lewd videos and admitted to posting 10 videos.

Police report at least seven Po-Hi students reported seeing the videos. Luke is being held on $10,000 bond with the stipulation that if released on bond, he is not to use social media.

“The safety of our kids is very important to all of us.  We all take great care to ensure our children can grow up in an environment where they feel safe.  This includes their time online.  I appreciate the adults and kids that came forward to let us know so we could immediate look into this video.” Captain Randy Tyner.
