NEWKIRK — A convicted sex offender living in Tonkawa is now facing felony charges of first degree rape of a child under the age of 14 and lewd or indecent acts to a child under 16.
Samuel Wayne Bufford, 44, was arrested by a Kay County deputy at the sheriff’s office this week. Deputy Mike Landis reports a woman contacted KSO in April and reported a juvenile is accusing Bufford of raping her seven years ago. The alleged victim was assessed by mental health professionals and an emergency order of detention was issued.
Officials report Bufford is accused of raping the juvenile when she was seven years old. The incident reprotedly occurred when he was left alone with the child for a short time. The juvenile told counselors he stopped when he thought he heard someone at the door. During a second incident the alleged victim screamed for her mother. Bufford reportedly put his hand over her mouth and told her to be quiet.
On April 19, 2013, Bufford was charged with sodomy to a victim under 16.
On July 8, 2013, he entered a guilty plea to the charge and was sentenced to 10 years in prison with all but six months in the county jail suspended. An application to revoke the suspended sentence has been made.
He is being held in the county jail on $300,000 bond and scheduled for a initial appearance on Aug. 23.
